An administrative appeal shall be filed within 30 days since one day after the date which administrative action is served or the expiration date of its publication period. While the administrative appeal is filed by the third party with interest at stake, the administrative appeal shall be filed within 30 days since the date which she/he knows. If an administrative appeal is filed after the expiration of the period, the agency with jurisdiction of administrative appeal shall make a decision of case not entertained.
