The "Statement of Opinion" is a procedure that an administrative appeals commissioner hears the opinion of the administrative appellant and the administrative appeals commissioner will therefore express the appellant's opinion to the Administrative Appeals Commission. The "Oral Argument" is a procedure that all the presented committee members hear the argument of the administrative appellant and the argument of the agency from which the administrative action was made.
