What is state compensation?

State compensation is the system by means of which the state shall be liable for any damages arising from the intentional or negligent act of any civil servant acting within the scope of his or her office or employment which infringes upon the freedom or rights of any citizen. Also, the state shall be liable for damage, injury or harm to any citizen's livelihood, body, or property resulting from a defect in the installation or management of any government-owned public facility.
