Department of Legal Affairs is comprised of the following divisions and offices:
- Planning Division: Planning and promoting legal and administrative appeals business, conference preparation, regulation publication, press coordination, legal officer on-job training, explanation and deliberation on city regulations, etc

- Consumer Service Center: Appeal handling within consumer dispute, rendering consultation and educational dissemination
- Consumer Protection Office: Appeal handling within further consumer dispute that has not been properly responded to, consumer safety investigation, consumer protection education and promotion
- Administrative Service Office: Instruments, archives, cashier, general administration, information, public relation and properties management
- Accounting Office: Accounting and statistics management
- Personnel Office: Human resource management
